Human Resources Specialist (Classification/Recruitment & Placement), Office of Human Resources, Southwestern Indian Polytechnic Institute (SIPI)

This position is part of the Education Human Resources, Bureau of Indian Education. As a Human Resources Specialist (Classification/Recruitment & Placement) you will serve as a senior human resource professional and subject matter expert providing technical guidance to other HR specialists and/or policy support to HR and management personnel in Classification, Recruitment and Placement.

As a Human Resources Specialist (Classification/Recruitment & Placement) GS-0201-12/13, your typical work assignments may include the following under supervision:
  • Serves as technical expert advising HR and senior management in all areas of classification, staffing and recruitment.
  • Plans and advises on implementation of new procedures, processes, methods or approaches of substantial scope, difficulty and complexity in areas of position management, classification, and organizational redesign.
  • Ensures classification accuracy and consistency and resolves issues with bureau or agency implications, such as appeals with broad implications, highly contentious mixed series or mixed grade work.
  • Conducts periodic reviews of organizational design from the highest to the lowest echelons of the organization to ensure consistent application of classification and position management principles.
  • Performs recruiting and placement functions; and trains and reviews lower graded specialist work assignments for validity and accuracy.
  • Creates and refines process maps, standard operating procedures (SOP), and other interpretive guidance, serves as primary POC for change management related to classification, recruitment and placement activities.
  • Works with operational HR specialists to review and assist in assessing problematic or potentially controversial situations, the resolution of which has implications for all bureau organizations.

Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level in the federal service and includes: serving as a consultant to leadership regarding federal staffing matters; providing advisory services regarding federal position management issues; classifying federal positions using classification principles, practices, and guidance; performing job analysis, posting vacancy announcements, reviewing applications for eligibility and qualification determinations, issuing certificates, and onboarding.

GS-13: 1 year of specialized experience equivalent to at least the GS-12 grade level in the federal service and includes: Examples include: providing the full range of advisory services to management and employees on position management and classification issues; applying considerable judgement and a thorough understanding of classification principles and concepts to determine the correct pay category, occupational series, title, and grade level; preparing written evaluation reports, explaining findings to management and employee in controversial situations impacting multiple organizations, and preparing advisory opinion on the classification of positions; serving as a team lead in recruiting, examining, selecting and placement of federal employees; advising and consulting management on resolving controversial, complex and difficult staffing cases; planning, recommending and initiating recruitment utilizing special hiring authorities; ensuring that merit promotion, excepted service and delegated examining procedures and guidelines are properly implemented; reviewing lower graded specialist work assignments for validity and accuracy.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
